Many companies providing services to the public under a regulatory regime have recognised the need to share thinking and experience. These companies, often (though not always correctly) referred to as 'utilities' have jointly formed an organisation which provides an opportunity for regular informal discussion, under 'Chatham House' rules, in a relatively private setting.
